Lithuania: Programming of the 2007-2013 Rural Development Programme and Ex ante Evaluation, 2005 – 2006
Morten Kvistgaard was team leader for a team of consultants from Orbicon a/s assisting the Lithuanian Ministry of Agriculture and the Lithuanian Agricultural Economics Research Institute in the preparation of the 2007-2013 Rural Development Programme. The assignment did also include the ex ante evaluation of the RDP 2007 – 2013. 

Lithuania: Follow-up on the Mid-term evaluation of SAPARD in Lithuania. 2004
Morten Kvistgaard was team leader for a team of Danish consultants assisting the Lithuanian Ministry of Agriculture (MoA) and the SAPARD Agency (SA) implementing follow up action on the midterm evaluation of the SAPARD programme. The assignment did provide assistance to the development of an action plan based on the prioritisation of the recommendations made in the midterm evaluation report as well as development of best practices focusing on how to ensure coherence and coordination between measures and projects at e.g. regional level. The assignment did moreover assist the MoA and the SA with the preparation of an annual report from SAPARD. 

Lithuanian Ministry of Agriculture, 2003
Ex ante evaluation of the EU membership Rural Development Plan constituting the programming document for EU support to Lithuania in the development of agriculture and rural areas in the period 2004-2006. The evaluation included an assessment of the RDP analysis of the present situation, exploitation of previous experience (lessons learned), and the laying down of a coherent strategy. 

Danish Ministry of Foreign Affairs, 2002 -2003
Lithuania: Technical assistance to SAPARD Monitoring and Evaluation and Preparation of EU Membership Rural Development Programme through best practices. The first component did relate to monitoring and evaluation and aimed at improving the existing system, whereas the second component did consist of assistance to the drafting of a new rural development programme for Lithuania’s membership to the EU.

Danish Ministry of Foreign Affairs, 2002-2003
Lithuania: Technical assistance to the build-up of a SAPARD Monitoring and Evaluation System. The assignment did assist the Lithuanian Ministry of Agriculture and National Paying Agency (SAPARD implementation agency) in securing that appropriate monitoring and evaluation arrangements set up in relation to the implementation of the SAPARD programme.

Netherlands Economic Institute, 2001
Lithuania: Subcontractor to Netherlands Economic Institute (NEI) on technical assistance in relation to the Special Preparatory Program for Structural Funds in Lithuania. The project comprised a review of the existing SAPARD monitoring and evaluation system.

Ministry of Agriculture, Lithuania, 2000
Follow-up assignment concerning the finalisation of the National Rural Development Plan which constituted the programming document for EU support to Lithuania in the development of agriculture and rural areas in the period 2000-2006 (the SAPARD Programme). The assignment included an assessment of the adequacy of the revisions made in the plan following the Commission response to the original plan.

EC Delegation to Lithuania, 1999
Ex ante evaluation of the Lithuanian Agriculture and Rural Development Plan prepared by the Ministry of Agriculture, the Republic of Lithuania, with a view to obtain support from the EU SAPARD Programme. The SAPARD provided support for agricultural and rural development as described in the National Agriculture and Rural Development Programme. The plan was subject to an ex ante evaluation (prior appraisal) to be conducted as part of the completion of the plan and to be presented to the Commission together with the plan.
