Czech Republic: Programming of the 2007-2013 Rural Development Programme, 2005 - 2006
Morten Kvistgaard did assist the Czech Ministry of Agriculture in the preparation of the 2007-2013 Rural Development Programme through workshops and bilateral coaching and supervision of responsible staff. The assignment did also provide advice through workshops and coaching to the national the ex ante evaluation team preparing the ex ante evaluation of the RDP 2007 – 2013. The training activities did include training and coaching of staff from MoA and from the Agricultural economic research institute (VUZE) in preparation of the 2007-2013 RDP and staff from University of Southern Bohemia in preparation of ex ante evaluation of the RDP.

Both pillars of training in the project did consist of 1) a combined general presentation and workshop session, duration 2 days with group work for ministerial and VUZE staff responsible for the preparation of the 2007-2013 RDP and 2) coaching/instructions on bilateral and group basis over 6 months with individual VUZE staff responsible for the preparation of the National Strategy and the RDP. The training of the staff of the University of Southern Bohemia did consist of a general one day presentation for staff responsible for the preparation of the ex ante evaluation - concepts, content and results; and 2) coaching/instructions on bilateral basis over 10 months with individual staff responsible for the preparation of the ex ante evaluation.

Phare Twinning, Ministry of Agriculture, Czech Republic, 2003
Phare Twinning Covenant: Extension of Integrated Administration and Control System. Morten Kvistgaard did participate as short term expert providing assistance to the extension of the Czech Integrated Administration and Control System (IACS) to other support measures such as agri-environment and Less-Favoured Areas falling under the Rural Development Policy of the EU. Special emphasis was devoted to assist the Czech authorities in providing the Commission with adequate documentation for appointing areas under these schemes and to define the necessary administrative and control mechanisms.

Danish Ministry of Foreign Affairs, 2002 –2003
Czech Republic: Technical assistance to the Czech Ministry of Agriculture and SAPARD Agency ensuring an appropriate monitoring and evaluation of the SAPARD programme e.g. managing the midterm evaluation of the SAPARD Programme and conducting 6 training sessions training trainers on Structural Funds issues.
